Hi catfreak88,
good try at writing in Russian! Your phrase after correction appears as follows:
Я знаю, что слова "знамя" и "племя" -- среднего рода. Можем ли мы сказать "новое знамя" или "новая знамя"?

The answer is the following: indeed, "знамя" and "племя" belong to the neuter gender. It's correct to say "новое знамя" because "новое" is a neuter adjective, and it's incorrect to say "новая знамя" because "новая" is a feminine adjective while "знамя" is a neuter noun. I may have misunderstood your question, so if I have not answered it, please elaborate on more details.
