That's a powderbox. No price is given, other than that - looks like a genuine handwritten Russian. Old stuff, or, at least, an old receipt, can be traced back to the USSR times, as there is a РСФСР tag - Russian part of the Union. The paper isn't dated, the only date recognisable is 2006.
