Yes, the phrase 'Цени́ть жизнь' is different to 'Цени́ жизнь'. 'Ценить' is an infinitive while 'цени' is an imperative. I think the most appropriate translation of the phrase 'Appreciate life' into Russian is 'Цени жизнь'. This translation is literal, meaningful, and short.
