Numerals: how to pronounce numbers with decimals?

Why do we use this case here? And this verb? What rule should I use here?

My question is about how to pronounce numbers with decimals. For example, 1,5. Would it be одинь точка пять?

The pronunciation of decimals is sophisticated in Russian.

If the integer part of a number is 0 and there are one, two or three digits after the comma, the number should be pronounced like ноль + the integer consisting of the digits after the comma.

0,1 ноль один
0,7 ноль семь
0,84 ноль восемьдесят четыре
0,854 ноль восемьсот пятьдесят четыре

If the integer part is 0 and there are four or more digits, the pronunciation is 'ноль запятая + the digits, one after another'.

0,8535 ноль запятая восемь пять три пять
0,174693 ноль запятая один семь четыре шесть девять три

If the integer part is 1 or more, the rules are the same except for the case, when there is the only digit after the comma. In this case the pronunciation is 'the integer part + и + the digit after the comma'.

1,5 один и пять
4,7 четыре и семь
4,71 четыре семьдесят один
8,952 восемь девятьсот пятьдесят два
19,63985 девятнадцать запятая шесть три девять восемь пять

If the first digits after the comma are zeros, the number is to be pronounced like 'the integer part + (запятая) ноль ноль .... + non-zero digits one after another'.

1,01 один ноль один
1,005 один ноль ноль пять
5,00084 пять запятая ноль ноль ноль восемь четыре

If there are three or more the same digits one after another, they may be pronounced like 'три нуля', 'восемь троек', 'четыре девятки'.

1,00043444177777 один запятая три нуля четыре три три четвёрки один пять семёрок

So if it is difficult for you to remember all these rules, pronounce decimals like 'the integer part + запятая + the digits one after another'. It will not sound natural always, but everyone will easily understand you, it will not be a big mistake and probably it will not be a mistake whatever ;)
