Why do we use this case here? And this verb? What rule should I use here?

what is the difference в,на in accusative case and в,на in prepotitional case?

Prepositions "в" and "на" in the Prepotitional case work close to English prepositions "at", "in", "on". You use them, when some object is in some place, or when you speak about time.

Я нахожусь в городе. Я - в городе. I am in the city.
Я нахожусь в США. Я - в США. I am in the USA.
Он - в квартире. He is in an apartment.

Ложка лежит на столе. A spoon lies on the table.
Картина висит на стене. The picture hangs on a wall.

In the Accusative case we talk about direction.
Я иду в город. I go to the city.
Я лечу в США. I fly to the USA.
Он идёт в квартиру. He goes to the apartment.

Я кладу ложку на стол. I put the spoon on the table.
Я вешаю картину на стену. I hang up a picture on a wall.

The Accusative: Я иду на улицу Ленина. I am going to the Lenin street.
The Prepositional: Я на улице Ленина. I am in the Lenin street.

The date and time (Prepositional):
На прошлой неделе... The last week..
В 2014 году... In the 2014 year...
В Январе... In the January...
В понедельник... On Monday...
В 21 веке... In the 21st century...

When I was first studying the Locative/Prepositional case I made this list of examples:

На +

These examples included means of transport: на автóбусе, на велосипéде, на метрó, на пóезде, на самолёте, на такси;
time expressions: на вéчера, на недéле, на будущей недéле, на э́той недéле, на прошлой недéле;
"open" spaces/public places: на вокзáле, на плóщади, на Крáсной плóщади, на пóчте, на телегрáфе
activities with groups of people: на вечери́нке, на конферéнции, на концéрте, на ку́рсе, на лéкции, на спектáкле, на урóке;
compass points: на востóке, на зáпаде, на сéвере, на ю́ге, на юго-западе;
islands and peninsulas ("almost islands"): на Ку́бе, на óстрове, на полуóстрове, на Корéйском полуóстрове;
mountains: на Урáле

в or во +
бáнке, библиотéке, во всём, во вся́ком слу́чае, во-вторы́х, гóроде, во дворé, Еврóпе, гаражé, институ́те, кинó, клáссе, кóмнате, лесу́, магази́не, Москвé, пáпке, Росси́и, саду́, столé, теáтре, университéте, во Флори́де, во Фрáнции, цéнтре, шкóле

Cities/countries: в гóроде, в Москвé, в Росси́и, во Фрáнции;
"Closed" spaces: в кóмнате, в магази́не.

Sometimes the choice between в and на may seem confusing or contradictory, but sometimes so is the choice between on, in, at when learning English prepositions. At the concert (на концéрте), but in the theater (в теáтре); in a lesson (на урóке), but at the university (в университéте); on the peninsula (на полуóстрове), but in Florida (во Флори́де). So sometimes it's just a matter of memorizing until it becomes an automatic reflex.

For some objects like table or book, you can find something both on top of the table/book (на столé/на кни́ге) or stored inside of it (в столé/в кни́ге).

And if I'm not mistaken, by changing the Locative/Prepositional ending of 'е' to the Accusative ending '-у/-ю' for Feminine and no extra ending (same as Nominative) for Masculine/Neuter, you can show movement to/into/onto those same places.

at school = в шкóле vs to school в шкóлу (Feminine)
at the store = в магази́не vs to the store в магази́н (Masculine)
