И я тебя is short answer form, so it's hardly possible to translate it without context.

You always should give more context to get a more exact answer. "I ya tebya" is a reply to a great many phrases. Here are some of them:
"Ya tebya lublu"
"Ya tebya ne lublu"
"Ya tebya ponimayu"
"Ya tebya ne ponimayu"
etc
As you can see to get "I ya tebya" as a reply the speaker should address someone and describe his/her attitude to the person he is speaking to.
"I ya tebya" may mean in English "So do I", but not always. It works only when some attitude to the person is expressed. For example, it won't work in the following exchange:
A: I love cycling.
B: So do I.
"Ya tebya lublu"
"Ya tebya ne lublu"
"Ya tebya ponimayu"
"Ya tebya ne ponimayu"
